Although Spain has no cases of the virus, the meeting was held as a precautionary measure. It was decided to implement a surveillance programme based on the detection of abnormal numbers of abortions, malformations or nervous pictures of newborn animals at the farm of cattle, sheep and goats.

This is a preventive measure because, so far there has been no indication of the possible presence of disease in the country. So far there have been cases in the Netherlands, Germany, Belgium, UK and France.
