SPAIN – Farmers' fears may be eased by news of progress following a meeting in which dairy sector reform was reviewed by politicians and industry leaders.

A debate has considering how the ‘milk package’ will be implemented, its expected effects; the issuing of single farm payments and the matter of a €31 million funding boost from the national reserve.

Split equally over payments for last year and 2013 the additional payments are intended to finance the restructuring of the dairy sector.

Contracts and market control have been the focus of ‘milk package’ discussions between Ministers, Farm groups, Cooperatives and processor representatives presided over by Carlos Cabanas.

Market progress since October was analysed with production costs, market dominance and supply all covered. The representatives decided that the green shoots of improvements were showing and the dairy ‘roadmap’ was strengthening the sector as productions costs were shown to be declining and yields lifting.

Databases for producer contracts and producer groups were reviewed and EU Common Agricultural Policy implications were discussed although reactions to changes in Brussels are still in their infancy.
