Mad-cow ruling dims Canadian hopes again
CANADA - Just days before Canadian ranchers were to ship young cattle to the United States for the first time in nearly two years, a U.S. judge ordered a temporary halt to the Bush administration's plan to resume trade because of concerns raised about mad-cow disease.
